Dnf update rpm transaction failed

tried:

sudo dnf update
sudo dnf update fmt
sudo dnf distro-sync --refresh --allowerasing --skip-broken
sudo dnf distro-sync --refresh --allowerasing --skip-broken --setopt=protected_packages=

all have failed with different errors:

last one also tried to remove a lot of system packages, is that normal?
