fresh install from latest rawhide iso Fedora-Server-netinst-x86_64-Rawhide-20230719.n.0.iso

dnf copr enable icesvz/linux_logo
 https://copr.fedorainfracloud.org/api_3/rpmrepo/icesvz/linux_logo/fedora-39/ 100% | 832.0 B/s | 389.0 B | 00m00sChroot not found in the given Copr project (fedora-39-x86_64).
You can choose one of the avaiable chroots explicitly:
 epel-7-x86_64
 epel-8-x86_64
 epel-9-x86_64
 fedora-37-x86_64
 fedora-38-x86_64
 fedora-rawhide-x86_64

Im confused, how to choose one of the avaiable chroots?

I think it has something to do with the review … see green block with pre-formatted text.
User Documentation — COPR documentation

And on the link above the review.txt is not available (error 404).

This command takes a long time — even tens of minutes. And then processing of all the actions on the backend side will take about a day or so! Be prepared to this.
How to manage chroots — COPR documentation

Since Fedora 39 is still Rawhide, you can enable the repository specifying the chroot
sudo dnf copr enable icesvz/linux_logo fedora-rawhide-x86_64
