One more thing that would also be impacted if pagure.io is made read-only in a few days is the Making sure you're not a bot! repo.
The new package process requires one to run fedpkg request-repo PACKAGE-NAME BUGZILLA-TICKET-NUMBER and that Pagure repo is still hard-coded in fedpkg’s source code…
Yes and tickets to deal with it are in releng tracker, and are being worked on.

If you mean Making sure you're not a bot! then it says right at the to of that page that it has migrated to freeipa/oddjob: A D-Bus service which runs odd jobs on behalf of client applications - Codeberg.org.
Is there a link to a migration process? I am/was a packager for one maintained but infrequently updated package. I have a new release to upstream.
That really depends of the project we are talking about.
If you just search a new home like Codeberg, their manual is quite useful for a migration:
Otherwise you best give a bit more information about the software/repo, on which services you depend and or ask in the package-maintainers wg what they propose you.
For packages (ie, things at src.fedoraproject.org) Nothing has moved
anywhere yet. It’s all still the same.
