As a workaround: You can disable the Cisco repo (by changing enabled=1 to enabled=0 in /etc/yum.repos.d/fedora-cisco-openh264.repo).

@andym Alternatively, to be sure nothing gets reset after an update: sudo dnf5 config-manager setopt fedora-cisco-openh264.enabled=0.

Try sudo flatpak mask org.freedesktop.Platform.openh264.
