I am using the negativo17 repo for some nvidia stuff as I needed it to get the CUDA dev kit working on fedora. Nvidia driver, CUDA tools and libraries – negativo17.org

Try to remove it:
sudo dnf remove /usr/lib/udev/rules.d/60-nvidia.rules
Then upgrade and reinstall the removed packages if necessary.

I am just curious about a thing when you have active rpmfusion and negative is there some possibility of that some package with the same name was updated from 2 differents parts? My first post was deleted because I hade missed the real question.
@vgaetera did a good suggestion try delete packages in conflict and after reinstall them. Normally it should work.
Regards.

Operation aborted.
I need a lot of these packages for CUDA (tensorflow stuff). Is it safe to remove them anyway?

It looks bad, in this way it is deleting important packages…and dnf remove with the option of excluding autoremove is not a good solution either.
My opinion is that shouldn’t have been actived rpmfusion and negative17 repo same time. I believe they are mixing packages under updates. At this point maybe you should try through gnome boxes create a vm of fedora and use only negative17 repo to install Nvidia…test this virtual machine under some weeks and check that you have not problems to update…after you can active rpm fusion and see if you come to the same issue after some weeks…sure that it should appear. If you didn’t have problems under testing with only negative active…you can think about do a backup of your data and begin with a clean installation of fedora in the way that you did test before trough these VM.
I hope really you can solve the issue.

I’ll do a fresh reinstall of fedora 31 soon, hopefully I can get CUDA working then without negativo.
