Cant unfreeze Fedora 40

I have had it happen multiple times on my fedora 40 (KDE spin) system resulting in having to force shutdown. My system crawls to a halt and cannot be recovered even trying to get a virtual terminal is useless.
I assume this is an out of memory issu le as it has happened when running MATLAB and stuffing up some coding and also running games while forgetting to close MATLAB after a programming session.

I’m pretty new to Linux and I saw something about the oom killer or something and was wondering why it wouldn’t be kicking in to kill my MATLAB instance in such cases. If indeed its another issue any help would be much appreciated.
