Can't configure SSH VPN in GNOME Settings

Problem

In Fedora 36 Workstation and later versions, if you try to configure an SSH VPN in GNOME Settings → Network → VPN, the dialog will be empty and just say:

Error: unable to load VPN connection editor

Cause

GNOME Settings in Fedora 36 switched its library toolkit to GTK 4, however, not all plugins were converted in time. The SSH VPN configuration dialog was one of those which missed the deadline.
