Fresh download of Fedora 40 Workstation Gnome version live iso - can’t even boot to desktop. Tried a couple of downloads in case one got corrupted. No difference. Boot process hangs on gdm. Really wanted to try out new gnome 46 but looks like not going to get the chance.

What tools did you use to burn the .iso onto the USB?
First tried just using Ventoy, to boot directly from iso, then tried the Fedora Image Writer. Didn’t matter. ISO is not corrupted and passes the verification test option when booting. But they all hang once the boot process hits gdm
Have you tried using the troubleshooting option and basic graphics mode to boot the install media.?
The halt at gdm would seem to indicate it may be graphics related and basic graphics mode usually allows bypassing those type errors.
