I know this is super low priority as an overall project goal, but I’m about half way through installing the everything ISO and dark mode would seriously help this light sensitive enthusiast.
I guess this is a rare need so probably will not happen.
However, it should be possible to adjust your monitor to dim the display. Most of the newer ones seem to have that capability.
It is a web UI, technically no problem to create a dark theme for it. I would also appreciate it if it exists. And we do use a live image which already contains a working desktop which lets you change the theme between dark and light.
Agreed. I know of at least one other major distro that allows you to choose light or dark throughout the installation with a mouse click. Something like that would be a real improvement imo.

There is a reason why the recommendation is 120-140 cd/m² (or nits) for a display in a daylight lit room. If you work in a light-controlled environment (or live in a cave), it’s more like 80-120 cd/m². An easy way to check if your display is in that range is to hold up a white sheet of paper next to your display while looking at a white window on your display. They should appear similarly bright under the lighting conditions in your room.
Most displays are set way brighter than that, so they can shine on store shelves (pun intended). People then take it home and switch their OS to dark mode, because their eyes are too sensitive for so much light. Go figure.

A comment there from an Anaconda dev says:
The old version of Anaconda uses GTK3, which does not have proper dark mode support.
The new version of Anaconda, known as “web UI”, has dark mode already.
It currently uses the system dark mode selection, which is fine for the live installer in Workstation (which is where the new UI should first show up), as it’s available in the GNOME menu in the top-right.
We plan to extend this to Anaconda’s own “global menu” in its top-right to allow explicit dark and light modes for other desktops and also server installs (when it’s available in all the other versions of Fedora, including spins and remixes too).
The Everything ISO will be transitioning to use the web UI version of Anaconda. But of course there there’s no live session in which to set the dark mode.
So to achieve what OP is asking for, the setting in Anaconda’s “global menu” would need to be implemented.
