[bug?] New install set my hardware clock (RTC) to local timezone, not UTC

Few days ago I installed Silverblue and I noticed today it must have set my hardware clock (Real Ttime Clock) to the local timezone.
Anyone else experienced this? It can be fixed this way:
timedatectl set-local-rtc 0

This might be because Windows uses local-rtc, and it prevents causing Windows to roll back an hour whenever you dual boot.
