With blur effect turned on, plasma applets lose their dark backdrop, while the blur itself appears to work normally. Corners of applets and panels have wrong colors
Lack of background may cause text to become unreadable:
The problem is not present with blur effect turned off, but turning blur effect off introduces another issue - wrong scaling of corners, which doesn’t happen with blur effect turned on

Only with Breeze and Fedora plasma styles have broken background in applets, Oxygen plasma style doesn’t have broken backgrounds, but it has improper scaling of rounded corners in applets. The problem persists with and without the proprietary Nvidia drivers. But it isn’t present when running Fedora KDE (not Kinoite) on a live usb on the same computer, so this is probably the issue with my particular installation of Fedora Kinoite instead of a Plasma bug or incompatibility with my system. I guess that the problem may be in config files, since this Fedora Kinoite was rebased from Fedora Silverblue, though the issue with broken blur effect started happening long after the rebase.
