As I can see BleachBit 3.0 is out, bu there is no rpm version to download and install.

Packages in Fedora are maintained by community volunteers. I see that bleachbit is in the repos, but I do not see the new version yet:

I don’t see any version for Fedora 31 at all there, so I’m not sure what the status of the package is. You can request the maintainer to make the new version available by filing a bug. That’s the main way of communicating with package maintainers—the maintainers are notified of bugs and comments on them.
BleachBit was retired from Fedora 31 because it didn’t install any more, and the maintainer was unsure how to fix the Python 2 problems: 1739899 – bleachbit fails to install in Fedora rawhide
However, the maintainer did plan to restore it again once it was ported to Python 3. It doesn’t look like BleachBit 3.0 supports Python 3 yet, so it won’t yet be restored.
It seams that we have a 3.0 rpm.
