Is that causing you a problem? Or is this information gathering?
In any case, the general reason for /usr/sbin is to have a place for admin commands that are not normally needed by general users, and /usr/bin is for commands that are needed by all users.
I do not know specifically why the change, but fedora follows the upstream developers in placement of files within packages so it must have been decided by the developers of bind that the placement should be changed.
