Is there an equivalent for sudo dnf upgrade --enablerepo=updates-testing --advisory=FEDORA-2021-fc15685f73 on silverblue? In the past, I have just downloaded the packages from koji using koji download-build and overrode the packages, but it is quite annoying, and I wonder if there is a one liner like above.

well you can give bodhi link it self to to rpm-ostree command. For example:
rpm-ostree override replace https://bodhi.fedoraproject.org/updates/FEDORA-2021-0d69f15f32
