What is the best fedora kde backup gui app for backing up system and files to a USB drive? Configuration took a while, and I don’t want to have to do it all again.
I use Pika Backup installed from FlatHub. Works like a charm for USB and network drives.

You could also use rsync and make a script. There you can synchronize folders how you want and also include or exclude what you want.
I can show you a script but trying Pika, Vorta or others will be a good start.
